Faculty members of the Department of Political and Social Sciences spoke at the conference held in Kazakhstan

Head of the Department of Political and Social Sciences at Azerbaijan University, PhD in Political Science and assoc. prof. Elvin Talyshinski, along with Department lecturer and PhD in Political Science Eldar Jafarov, delivered plenary speeches at the international conference titled “Intercultural Dialogue, Modern Constitutionalism, and Sovereignty” held in Aktau, Kazakhstan. The international event was held within the framework of the declaration of 2025 as the “Year of Constitution and Sovereignty” by the relevant Decree of the President of Azerbaijan, with the initiative of the Consulate General of Azerbaijan in Aktau, the Caspian University of Technology and Engineering named after Shahmardan Yessenov, the Azerbaijan Center operating within the University, the State Committee on Work with Diaspora of the Republic of Azerbaijan, and local diaspora organizations.

The conference opened with welcoming remarks from Ilkin Orujov, head of the Azerbaijan Center, who provided an overview of the declared “Year of the Constitution and Sovereignty”. In his address, Consul General Aykhan Suleymanly emphasized the significance of the first Constitution of independent Azerbaijan, developed under the leadership of National Leader Heydar Aliyev and adopted by nationwide referendum on November 12, 1995 and noted that this date is celebrated annually as Constitution Day in Azerbaijan. The Consul General also spoke about State Sovereignty Day, highlighting that as a result of the victory in the Patriotic War, which began in 2020, and the successful anti-terrorism operation conducted in September 2023, Azerbaijan restored its full territorial integrity and sovereignty. Pursuant to a Presidential Decree signed by President Ilham Aliyev on September 19, 2024, September 20 has been declared State Sovereignty Day in Azerbaijan. Aykhan Suleymanly also touched on Azerbaijani- Kazakhstan relations, underscoring the strong ties between the leaders and peoples of both nations.

Among the plenary speakers, head of the Department of political and Social Sciences of Azerbaijan University Elvin Talyshinski delivered a paper titled “International Sovereignty and Constitutional Guarantees of Azerbaijan’s Foreign Policy”, while Eldar Jafarov presented on “The Role of Intercultural Communication in Shaping the Foreign Policy Strategies of Azerbaijan and Kazakhstan”.

The Conference brought together leadership, faculty and students of the Caspian University of Technology and Engineering named after Shahmardan Yessenov, representatives of the Consulate General, as well as the Consuls General of Turkey, Uzbekistan, Turkmenistan, and Iran in Aktau, along with members of the Azerbaijani diaspora.
